While reported numbers remain below those seen during the peak of the first wave, recent reports indicate another deterioration of the situation, suggesting another wave may be on the horizon. According to the World Health Organisation (WHO), the eastern region of the country in particular has experienced a sharp increase in COVID-19 cases and hospitalisations in recent weeks. Aside from the impact of the virus itself, the secondary effects of the pandemic are continuing to hit communities who had not yet recovered from the first wave.
Kabul remains the most affected part of the country in terms of confirmed cases however, due to the limited public health resources and testing capacity, as well as the absence of a national death register, confirmed cases and deaths from COVID-19 are likely to be under-reported in the country.
Hospitals and clinics continue to report challenges maintaining or expanding their facilities’ capacity to treat patients with COVID-19, whilst also maintaining essential health services. As WHO noted, when health systems like Afghanistan’s are overwhelmed, deaths both as a direct result of the outbreak and resulting from other preventable and treatable conditions increase dramatically.
COVID-19 has had grave consequences for people’s health and income, and the cost of basic essentials has increased dramatically, leaving at least a third of the population faced with food shortages and malnutrition on the rise. With levels similar to those seen during the 2018 drought, Afghanistan now has the second highest number of people in crisis or emergency food insecurity in the world, and close to one in two children under the age of five are predicted to face acute malnutrition this year. It is estimated that six times the number of people are now in need of humanitarian assistance, as compared to four years ago.
Concurrently, conflict, natural disasters and extreme weather have continued to effect and displace thousands across the country, compounding pre-existing issues faced by these families and the communities they settle in, and leaving them more vulnerable to serious consequences from COVID-19. Harsh winter conditions continue to cause suffering for families in inadequate shelter, and millions are struggling to get by amid soaring poverty driven by the economic shock of COVID-19.
The first batch of COVID-19 vaccination doses through the COVAX facility arrived in Afghanistan on 8th March, and the country has now received 968,000 doses of the vaccine – 468,000 from the COVAX facility and 500,000 directly from the government of India. However, vaccine rollout will be much slower in countries like Afghanistan than many others, with internally displaced families, returnees and people living in remote areas being particularly difficult to reach, and there is an urgent and continuing need for support to get communities through the many months they will need to wait.
Afghanaid’s response
Afghanaid has continued to take the necessary precautions to protect our staff and the communities we’re serving. At the start of the pandemic, we rapidly scaled-up our work to deliver life-saving support in response and adapted our existing work.
We procured personal protective equipment for our teams, so as to ensure we could continue working and provide as much support as possible. This has allowed us to work with communities across the country, including some of the most remote and hard-to-reach villages, to give men, women and children access to:
information and advice about COVID-19, hygiene and social distancing;
emergency food supplies;
hand washing stations;
complete family hygiene kits;
protective equipment;
safe work opportunities;
and long-term support.
We are also addressing the secondary impacts of the pandemic, including working with UNOCHA to help families to prepare for the cold weather, and with the World Food Programme to deliver long-term support to rural families who have been affected by a loss of jobs and disrupted food supply chains.
We are continuing to monitor the impacts on vulnerable families, which are exacerbating existing challenges and pushing households into desperate situations. Moving forward, we will continue to work with partners across the country to deliver assistance and support those who need it.

Public policy is a set of decisions by governments and other political actors to influence, change, or frame a problem or issue that has been recognized as in the political realm by policy makers and/or the wider public. Scientific approaches toward public policies have proliferated over the postwar period as the size and scope of government interventions have continuously expanded. The study of public policy includes policy analysis or policy science, which identifies effective policy measures, policy instruments, which a government can employ, and the policy process, which analyses how a government comes to take a decision.
Public policy refers to any action taken by public bodies in order to influence highway safety. Although transport policy in general has several objectives, the focus in this chapter is on policy designed to improve safety. The role of traffic psychology in contributing to an effective road safety policy is discussed. The following main questions are addressed in this chapter:1.
What are the principal elements of road safety policy? At what stages of policy making can traffic psychology contribute?2.
What is the scope for improving road safety by applying knowledge gained in traffic psychology and related disciplines?
It is shown in this chapter that traffic psychology can make a major contribution to improving highway safety by informing public policy.
Geography can demonstrate its practical relevance by contributing to public policy that addresses problems in the real world. The relationship between policy work and the development of theories, ideas, concepts, and methods that form the core of the discipline is potentially mutually supportive but often it has been a source of tension. Most geographers believe that more attention needs to be given to enhancing the public policy contribution, although the extent of the shortfall perceived varies between those who advocate ‘public geography’ and those who adopt a narrow conception of how contributions to policy are made. Whatever form it takes, geographers tend to see that they offer ‘deep’ policy analysis, while policy makers often seek only a ‘shallow’ policy analysis.
Public policy expresses the goals, decisions, and actions adopted by a government for political, social, and economic management. There is an increasing need for policies to be formulated by establishing close connections with academics, the responsible politicians, and society. In the process to develop and implement public policies with a scientific approach, Sabatier, 1988 has focused his studies on the Advocacy Coalition Framework and Policy-Oriented Learning. In addition, approaching the territorial dimension from a theoretical framework has been a key element in providing geocybernetic solutions for public policies in over 60 projects developed based on this schema.
Public policy includes directly or indirectly making ethical judgments. Ethical decisions are taken mainly by policy makers by selection and reconciliation of interests represented by individuals, groups, and organizations. Public policy is based on the balancing individual and social values. From those value arise its objectives, principles, and styles of policy implementation and intervention. All choices and decisions in public policy on each stages of policy cycle are ethical judgments because they presuppose that some things are more important than other, that some actions will have positive and other will have negative impact on society. Policy debates can be more productive by using ethical approaches. Ethics enables a systematic analysis of the rules and standards as well as the selection of rational public decisions.
Public policy approaches to the prevention of body image problems are very new. However, even in the few years that national, state, and city governments have been articulating and implementing public policy initiatives in this field, some very creative and potentially valuable approaches have emerged. Governments have implemented legislation, voluntary industry Codes of Conduct and Charters, social marketing campaigns, and school-based and community initiatives. Although at present it is hard to quantify the effect of these approaches in preventing body image problems, when a government uses each of these approaches together in a concerted and maintained manner, guided by existing research, fundamental social and environmental changes are possible. Engaging governments in multilevel public policy initiatives to prevent body image problems holds the key to prevention on a population scale.
Public policies should be designed and implemented, whenever possible, using evidence as rigorous as possible. Urban interventions then should be no exception. In recent times, we have witnessed increasing efforts to transform information into knowledge, and thus help policymakers make better decisions. In this chapter, we will explore how public policy evaluation helps municipal governments tackle social problems and how big data can improve the design and implementation of more effective, efficient, and transparent policies.
The structure of this chapter is as follows: First, we describe what public policy evaluation is, what knowledge it produces, and how it can be used for designing and implementing better polices. Second, we describe the role of data in public policy and what new opportunities and challenges arise from big data in the context of urban interventions. Third, examples of evaluations that use big data to generate valuable insights for urban policies are shown. Finally, the chapter concludes by summarizing the main learnings and takeaways to leverage the power of big data to inform and support decision-making.
Public policy is as old as the history of human governance. All rulers, irrespective of the form of public rule, have sought to shape and manage the substantive order governed under their authority. Modern public policy composes a narrower domain. Co-extensive with the complex, and continuing, process of state formation (and de-formation) begun in late medieval and early modern Europe (Tilly 1975), public policy has come to refer more specifically both to what governments do as they transact with civil society, the economy, and states within a global state system and to the creation and deployment of knowledge about these sites of authoritative transactions. The semi-independent origins of policy knowledge and policy activity constitute my subject. I focus primarily on two formative moments in the West: (a) the early modern period marked by the growing concentration of state sovereignty over territory and people, and (b) the midnineteenth through to the early twentieth century when the ‘social question’ and unaccustomed levels and forms of international violence pressed to the fore. ‘Origins’ itself a word with a composite meaning. It refers both to the beginnings of a process and to the constituent elements of what comes next. The results of decisions taken at the critical junctures I discuss, set in motion developmental pathways that further defined the contours of modern public policy.
7 Impacts of Public Policies on the Fertility Transition
Public policies in the MENA countries provided the ideological and operational context for the fertility transition. During the period 1950–70, population issues in the AMENA countries were seen as long-term problems of secondary importance, neither pressing nor urgent (Yousif et al. 1996). The reproductive role of women was regarded more important than their education and participation in modern employment. This public policy stand was evident during the International Population Conference in Bucharest in 1974. Delegates from the AMENA countries invariably argued in support of development, as opposed to family planning, as the best method for resolving population problems. Ten years later, by 1984, the political stand of these governments had changed, and in 1994 several AMENA countries reached an advanced stage on issues of population policy and development. Also, government support to population policies and programs gained importance, albeit at different times, in the AMENA countries.
Public policy in some countries changed direction several times. In Egypt, for instance, the government was against the use of modern contraceptive methods during the 1960s and 1970s. Starting in 1980, the government has changed its stand to support family planning to regulate fertility and address population issues in the country. Its main challenge is in the rural areas, particularly in Upper Egypt, where fertility is highest and the potential for decline greatest.
Sudan and Iran provide other examples of countries with contradictory or vacillating public policies on population issues. The Sudan family planning program, which was progressing well during the 1970s and 1980s, has recently come to a standstill due to lack of government support. In Iran, the government’s opposition to family planning after the Islamic revolution in 1979 has now changed completely to the opposite (Courbage 1999). In the Gulf States public policies on population issues and family planning are in their infancy.

When conflict or war makes the headlines, it can cause feelings such as fear, sadness, anger and anxiety wherever you live.
Children always look to their parents for a sense of safety and security – even more so in times of crisis.
Here are some tips on how to approach the conversation with your child and to provide them with support and comfort.
1. Find out what they know and how they feel
Choose a time and place when you can bring it up naturally and your child is more likely to feel comfortable talking freely, such as during a family meal. Try to avoid talking about the topic just before bedtime.
A good starting point is to ask your child what they know and how they are feeling. Some children might know little about what is happening and not be interested in talking about it, but others might be worrying in silence. With younger children, drawing, stories and other activities may help to open up a discussion.
Kids can discover the news in many ways, so it’s important to check in on what they’re seeing and hearing. It’s an opportunity to reassure them and potentially correct any inaccurate information they might have come across whether online, on TV, at school or from friends.
A constant stream of upsetting images and headlines can make it feel like the crisis is all around us. Younger children may not distinguish between images on screen and their own personal reality and may believe they’re in immediate danger, even if the conflict is happening far away. Older children might have seen worrying things on social media and be scared about how events might escalate.
It’s important not to minimize or dismiss their concerns. If they ask a question that might seem extreme to you, such as “Are we all going to die?”, reassure them that is not going to happen, but also try to find out what they have heard and why they are worried about that happening. If you can understand where the worry is coming from, you are more likely to be able to reassure them.
Be sure to acknowledge their feelings and assure them that whatever they are feeling is natural. Show that you’re listening by giving them your full attention and remind them that they can talk to you or another trusted adult whenever they like.
2. Keep it calm and age-appropriate
Children have a right to know what’s going on in the world, but adults also have a responsibility to keep them safe from distress. You know your child best. Use age-appropriate language, watch their reactions, and be sensitive to their level of anxiety.
It is normal if you feel sad or worried about what is happening as well. But keep in mind that kids take their emotional cues from adults, so try not to overshare any fears with your child. Speak calmly and be mindful of your body language, such as facial expressions.

Even if a conflict is happening in a distant country, it can fuel discrimination on your doorstep. Check that your children are not experiencing or contributing to bullying. If they have been called names or bullied at school, encourage them to tell you or an adult whom they trust.
Remind your children that everyone deserves to be safe at school and in society. Bullying and discrimination is always wrong and we should each do our part to spread kindness and support each other.
4. Focus on the helpers
It’s important for children to know that people are helping each other with acts of courage and kindness. Find positive stories, such as the first responders assisting people, or young people calling for peace.
The sense of doing something, no matter how small, can often bring great comfort.
See if your child would like to participate in taking positive action. Perhaps they could draw a poster or write a poem for peace, or maybe you could participate in a local fundraiser or join a petition. The sense of doing something, no matter how small, can often bring great comfort.
As you end your conversation, it’s important to make sure that you are not leaving your child in a state of distress. Try to assess their level of anxiety by watching their body language, considering whether they’re using their usual tone of voice and watching their breathing.

Children have different reactions to adverse events and some signs of distress might not be so obvious. Younger children may become clingier than usual, while teens might show intense grief or anger. Many of these reactions only last for a short time and are normal reactions to stressful events. If these reactions last for a prolonged period of time, your child may need specialist support.
You can help them reduce stress through doing activities like belly breathing together:
Take 5 deep breaths, spend 5 seconds breathing in and 5 seconds breathing out, breathing in through your nose and out through your mouth
Explain that when your child inhales, they are blowing up their tummy softly like a balloon, and when they exhale the air is going slowly out of the balloon again.
Be ready to talk to your child if they ever bring up the subject. If it’s just before bedtime, finish up with something positive such as reading a favourite story to help them to sleep well.
Be mindful of how exposed your children are to the news while it’s full of alarming headlines and upsetting images. Consider switching off the news around younger children. With older children, you could use it as an opportunity to discuss how much time they spend consuming news and what news sources they trust. Also consider how you talk about the conflict with other adults if your children are within hearing distance.
As much as possible, try to create positive distractions like playing a game or going for a walk together.
8. Take care of yourself
You’ll be able to help your kids better if you’re coping, too. Children will pick up on your own response to the news, so it helps them to know that you are calm and in control.
If you’re feeling anxious or upset, take time for yourself and reach out to other family, friends and trusted people. Be mindful of how you’re consuming news: Try identifying key times during the day to check in on what is happening rather than constantly being online. As much as you are able, make some time to do things that help you relax and recuperate.

6. Show Appreciation
Show appreciation for what your spouse does for the family. Never make your husband feel that he is not doing good enough for the family or that you are not satisfied with his work or his efforts, unless, of course, he is truly lazy and not even trying to provide for the family. The Prophet (SAWS) was reported to have said: ‘On the Day of Judgment, God will not look upon the woman who has been ungrateful to her husband.” (where is this hadith found) Show your wife that you appreciate her. If she takes care of the house and the children, don’t take it for granted. It is hard work, and no one likes to feel unappreciated.
7. Work Together in the House
The Prophet is known to have helped his wives in the house. And if the Prophet (SAWS) was not above doing housework, modern Muslim husbands shouldn’t feel that they are.
8. Communication is Important
Communication, Communication, Communication! This is the big word in counseling. And it should be. Husbands and wives need to talk to each other. It is better to deal with problems early and honestly than to let them pile up until an explosion occurs.
9. Forget Past Problems
Don’t bring up past problems once they have been solved.
10. Live Simply
Don’t be jealous of those who seem to be living a more luxurious life than your family. The ‘rizq” is from Allah (SWT). In order to develop the quality of contentment, look at those people who have less than you, not those who have more. Thank Allah (SWT) for the many blessings in your life.
11. Give Your Spouse Time Alone
If your mate doesn’t want to be with you all the time, it doesn’t mean he or she doesn’t love you. People need to be alone for various reasons. Sometimes they want to read, to think about their problems, or just to relax. Don’t make them feel that they are committing a sin.
12. Admit Your Mistakes
When you make a mistake, admit it. When your mate makes a mistake, excuse him or her easily. If possible, never go to sleep angry with each other.
13. Physical Relationship is Important
Be available to your mate sexually, and don’t let your sexual relationship be characterized by selfishness. The Prophet was reported to have said: ‘It is not appropriate that you fall upon your wives like a beast but you must send a message of love beforehand.”
14. Have Meals Together
Try to eat together as a family when possible. Show the cook and the dishwasher, whether it is the husband or the wife, appreciation for his or her efforts. The Prophet did not complain about food that was put before him.

Never discuss with others things about your marriage that your spouse wouldn’t like you to discuss, unless there is an Islamic reason to do so. 1. Do not be a Tyrant
Regardless of whether or not Islam has made the husband the head of the household, Muslims are not supposed to be dictators and tyrants. We are taught to treat our wives well. The Prophet Muhammad (SAWS) was reported to have said: ‘The most perfect Muslim in the matter of faith is one who has excellent behavior; and the best among you are those who behave best towards their wives” (From Mishkat al-Masabih, No. 0278(R) Transmitted by Tirmidhi). In the khutba hajjatul wida, Prophet Muhammad (SAWS) clearly stated how men should treat their wives.
2. Be Partners in the Decision Making Process
Follow the principle of ‘Shura,” and make decisions as a family. There will be much more harmony in the family when decisions are not imposed and everyone feels that they had some part in making them.
3. Never be Abusive
Never be emotionally, mentally, or physically abusive to your spouse. The Prophet, peace and blessings be upon him, never mistreated his wives. He is reported to have said: ‘How could they beat their women in daytime as slaves and then sleep with them in the night?”
4. Be Careful of Your Words
Be very careful what you say when you are upset. Sometimes you will say things that you would never say when you were not angry. If you are angry, wait until you calm down before continuing the conversation.
5. Show Affection
Show affection for your mate. Be kind, gentle, and loving.

As we head into winter, you may have a sniffly child under two years old at home. Is it just a cold? Or could it be COVID?
You may be tempted to reach into the cupboard for a rapid antigen test to find out. But some manufacturers say their COVID tests aren’t suitable for children under two.
Can you use a test intended for adults or older children? How do you test a wriggling or grumpy small child anyway? We’re infection control and child health researchers. Here are our tips.
Of the 47 different rapid antigen tests authorised for home use in Australia at the time of writing, most (57%) state they are not suitable for children under two. This leaves 20 tests that are.
You can check the list on the Therapeutic Goods Administration (TGA) website to see if the test you have at home is one of them.
Just because a test isn’t approved for a particular age doesn’t necessarily mean it doesn’t work at all. It usually means the test has not been tested, or its use determined, for that age. But try to use a test approved for under twos if you can.
However, rapid antigen tests are generally not as accurate in children as they are in adults. They are:
highly specific – rapid antigen tests for children have high specificity. This means if the test is done correctly, it is unlikely to say your child is positive if it is not
but not as sensitive – rapid antigen tests are less sensitive in children than adults. In other words, they’re not as good at detecting if a child has COVID. But tests are more likely to correctly detect COVID if the child has symptoms.
Of the 20 tests approved for use in under twos, 16 use nasal swabs and four sample saliva.
The accuracy of different sampling methods in children differs by viral variant. While it was once thought nasal swabs were more accurate in children, this may not necessarily be the case with the Omicron variant.
There’s preliminary evidence, which has yet to be independently verified, saliva swabs may be better able to detect Omicron. So we’ll see how the evidence develops.

Taking a saliva sample may not be as straightforward as you think.
Depending on the test, your child may need to cough (several times, on demand) and spit into a tube. Or after you swab your child’s tongue and mouth, your child will need to keep the spongy tip of the swab in their mouth for a few minutes, without sucking or biting it. So getting an under two-year-old to cooperate is unlikely.
If you do go down this route you can use a tongue depressor to flatten the tongue to take the sample. You can buy these from a pharmacy.
But with a bit of preparation (and an extra pair of hands) you should be able to use a nasal test on a young child. You should be able to do this without causing pain or distress, a common worry for parents considering COVID testing their child.
Understand what the COVID test involves and plan to have the resources you need.
As you take the test components out of the packet, remember to keep them out of reach of your child. The chemicals can be toxic if swallowed, or can cause skin and eye irritation. Parents should also ensure small children don’t swallow test components, such as small bits of plastic.

It’s also helpful to have two adults: one to perform the test and the other to hold and support the child.
Distraction helps take your child’s mind off the test by concentrating on something more pleasurable. Young children can be easily distracted by listening to a favourite song. So have a song ready on your phone.
For toddlers, it can help to have another adult to provide more engaging distraction such as watching a video on a phone or tablet, or switching on a light-up toy.
Holding a favourite toy or blanket may also help your child relax.
How do I actually take the sample?
One adult can use a secure hugging hold to reduce movement during the test while the other adult takes the sample.
The adult holding the child sits the child upright on their lap and holds them close to make them feel secure. They cross one arm across the child’s body and place the other hand on the child’s forehead.
If you’re testing the child by yourself, you can wrap them in a blanket to hold them still while you take the sample.
Staying calm yourself communicates to your child they are safe. Maintain a steady voice and breathe calmly during the test.
Slowly insert the tip of the swab inside the nose for about 1cm or until you meet resistance. Angle it along the base of the inside of the nose horizontally rather than pointing it upwards as you insert it (go low).
There is at least one nasal test that provides a smaller swab for young children so check the TGA site if you wish to use it.
Children’s memories of medical tests can influence how they respond next time. So, as your young child may need another rapid antigen test in the future, finish on a positive note.
Play with your child after the test and provide positive reinforcement. Give your toddler a simple reward, such as a stamp or sticker.
If the test is unsuccessful, give your child a chance to recover before trying again.
However, if you feel anxious about performing the test, or repeating it, seek the support of a health professional. Every test should be the best possible experience for your child to avoid unnecessary distress.

(5)The member elected under clause (4) shall be called upon by the President to assume the office of Prime Minister and he shall, before entering upon the office, make before the President oath in the form set out in the Third Schedule:Provided that there shall be no restriction on the number of terms for the office of the Prime Minister. (6)The Cabinet, together with the Ministers of State, shall be collectively responsible to the Senate and the National Assembly. Federal Ministers and Ministers of State. Advisers. (1)The President may, on the advice of the Prime Minister, appoint not more than five Advisers, on such terms and conditions as he may determine. (2)The provisions of Article 57 shall also apply to an Adviser.

Prime Minister continuing in office. The President may ask the Prime Minister to continue to hold office until his successor enters upon the office of Prime Minister.

Vote of no-confidence against Prime Minister. (1)A resolution for a vote of no-confidence moved by not less than twenty per centum of the total membership of the National Assembly may be passed against the Prime Minister by the National Assembly. (2)A resolution referred to in clause (1) shall not be voted upon before the expiration of three days, or later than seven days, from the day on which such resolution is moved in the National Assembly. (3)A resolution referred to in clause (1) shall not be moved in the National Assembly while the National Assembly is considering demands for grants submitted to it in the Annual Budget Statement. (4)If the resolution referred to in clause (1) is passed by a majority of the total membership of the National Assembly, the Prime Minister shall cease to hold office.
Extent of executive authority of Federation. Subject to the Constitution, the executive authority of the Federation shall extend to the matters with respect to which 225[Majlis-e-Shoora (Parliament)]225 has power to make laws, including exercise of rights, authority and jurisdiction in and in relation to areas outside Pakistan:Provided that the said authority shall not, save as expressly provided in the Constitution or in any law made by 226[Majlis-e-Shoora (Parliament)]226, extend in any Province to a matter with respect to which the Provincial Assembly has also power to make laws.

Conferring of functions on subordinate authorities. On the recommendation of the Federal Government, 227[Majlis-e-Shoora (Parliament)]227 may by law confer functions upon officers or authorities subordinate to the Federal Government.
Conduct of business of Federal Government. (1)All executive actions of the Federal Government shall be expressed to be taken in the name of the President. (2)The 229[Federal Government]229 shall by rules specify the manner in which orders and other instruments made and executed 230[in the name of the President]230 shall be authenticated, and the validity of any order or instrument so authenticated shall not be questioned in any court on the ground that it was not made or executed by the President. 231[(3)The Federal Government shall also make rules for the allocation and transaction of its business. ]231
Attorney-General for Pakistan. (1)The President shall appoint a person, being a person qualified to be appointed a Judge of the Supreme Court, to be the Attorney-General for Pakistan. (2)The Attorney-General shall hold office during the pleasure of the President 232[and shall not engage in private practice so long as he holds the office of the Attorney-General]232. (3)It shall be the duty of the Attorney-General to give advice to the Federal Government upon such legal matters, and to perform such other duties of a legal character as may be referred or assigned to him by the Federal Government, and in the performance of his duties he shall have the right of audience in all courts and tribunals in Pakistan. (4)The Attorney-General may, by writing under his hand addressed to the President, resign his office.

(3)The Prime Minister shall be elected by the votes of the majority of the total membership of the National Assembly:Provided that, if no member secures such majority in the first poll, a second poll shall be held between the members who secure the two highest numbers of votes in the first poll and the member who secures majority of votes of the members present and voting shall be declared to have been elected as Prime Minister.Provided further that, if the number of votes secured by two or more members securing the highest number of votes is equal, further poll shall be held between them until one of them secures a majority of votes of the members present and voting. 4The member elected under clause (3) shall be called upon by the President to assume the office of Prime Minister and he shall, before entering upon the office, make before the President oath in the form set out in the Third Schedule.

(1)The Prime Minister shall appoint Federal Ministers and Ministers of State from amongst the members of Parliament:Provided that the number of Federal Ministers and Ministers of State who are members of the Senate shall not at any time exceed one-fourth of the number of Federal Ministers. (2)Before entering upon office, a Federal Minister or a Minister of State shall make before the President oath in the form set out in the Third Schedule. (3)A Federal Minister or a Minister of State may, by writing under his hand addressed to the Prime Minister, resign his office or may by removed from office by the Prime Minister.

(1)The Prime Minister shall continue to hold office until his successor enters upon the office of Prime Minister. (2)Nothing in Article 91 or Article 92 shall be construed to disqualify the Prime Minister or a Federal Minister or a Minister of State from continuing in office during the period the National Assembly stands dissolved.

(1)In the event of the death of the Prime Minister or the office of Prime Minister becoming vacant by reason of his ceasing to be a member of the National Assembly, the most senior Federal Minister for the time being shall be called upon by the President to perform the functions of that office and the Federal Ministers and Ministers of State shall continue in office until a new Prime Minister has been elected and has entered upon his office. (2)If the National Assembly is in session at the time when the Prime Minister dies or the office of Prime Minister becomes vacant, the Assembly shall forthwith proceed to elect a Prime Minister, and if the Assembly is not in session the President shall for that purpose summon it to meet within fourteen days of the death of Prime Minister, or, as the case may be, of the office becoming vacant. (3)When the Prime Minister, by reason of absence from Pakistan or any other cause, is unable to perform his functions, the most senior Federal Minister for the time being shall perform the functions of Prime Minister until the Prime Minister returns to Pakistan or, as the case may be, resumes his functions. (4)In this Article, “most senior Federal Minister means the Federal Minister for the time being designated as such by the Prime Minister.

(1)A resolution for a vote of no-confidence may be passed against the Prime Minister by the National Assembly. (2)A resolution referred to in clause (1) shall not be moved in the National Assembly unless, by the same resolution, the name of another member of the Assembly is put forward as the successor. (3)A resolution referred to in clause (1) shall not be moved in the National Assembly while the National Assembly is considering demands for grants submitted in the Annual Budget Statement. (4)A resolution referred to in clause (1) shall not be voted upon before the expiration of three days, or later than seven days, from the day on which such resolution is moved in the National Assembly. (5)If the resolution referred to in clause (1) is passed by a majority of the total membership of the National Assembly, the President shall call upon the person named in the resolution as the successor to assume office and on his entering upon office his predecessor and the Federal Ministers and Ministers of State appointed by him shall cease to hold office.Provided that, for a period of ten years from the commencing day or the holding of the second general election to the National Assembly whichever occurs later, the vote of a member, elected to the National Assembly as a candidate or nominee of a political party, cast in support of a resolution for a vote of no-confidence shall be disregarded if the majority of the members of that political party in the National Assembly has cast its votes against the passing of such resolution. (6)If a resolution referred to in clause (1) is not passed, another such resolution shall not be moved until a period of six months has elapsed.
